Admiral Kimmel with Planning OfficersIn this photograph from the U.S. Navy's Historical Center, we see Admiral Kimmel with two of his officers, Capt. W.S. Delany and Capt. W.W. Smith. Although officials in Washington began to believe that Japan would attack Pearl Harbor by 1 p.m. EST - on the 7th of December, 1941 - Kimmel and his officers were not called.
