Dharavi - Broken Roofs

This photo of Dharavi, demonstrating its overall condition (including ineffective roofs) is from the Indian government's website "Slum Rehabilitation Authority." The government is looking at various plans to give Dharavi a makeover. Residents of the city-within-a-city object to any plans which do not include their input.
