Admiral Kimmel with Planning Officers Government Social Studies World War II Ethics Law and Politics American History

In this photograph from the U.S. Navy's Historical Center, we see Admiral Kimmel with two of his officers, Capt. W.S. Delany and Capt. W.W. Smith.

Although officials in Washington began to believe that Japan would attack Pearl Harbor by 1 p.m. EST - on the 7th of December, 1941 - Kimmel and his officers were not called.  They received the same type of telegraph warning that was sent to other military bases. 

The message arrived too late for American forces to take either offensive or defensive actions.
