Charles Henry Tompkins was born in Virginia.  He received a Medal of Honor for valor in action near Fairfax, Virginia on the 1st of July, 1861.  He was the first Union officer, during the American Civil War, to receive that distinction.

A member of the Military Commission trying the Lincoln conspiracy defendants, Tompkins signed a Clemency Request for Mary Surratt.
