Even while the Great Fire was destroying Chicago's business district, people took advantage of the disaster to benefit themselves. 

This contemporary engraving - entitled "Orgies in the Doomed City--Men and Boys Drinking from the Casks of a Burning Liquor Store" - is an example of bad behavior during the fire.

For anyone caught under such circumstances, harsh penalties would follow - including punishment by death. 

A contemporary account of the disaster - The Doomed City! Chicago During an Appalling Ordeal! : The Fire Demon's Carnival : The Conflagrations in the West, South and North divisions : Graphic Sketches from the Scene of the Disaster, published by the Michigan News Company (1871) - refers to the law, in effect as a result of the blaze, as "a short shrift and a strong rope."
