Washington City, as America's capital was known for many years, was also known for something else (as depicted in this image).  

It is a detail from "Slave Market of America," a handbill which protested the practice of slavery in Washington, circa 1836. This section of the engraving describes the practice of enslaving free blacks, then auctioning them into slavery to cover their jail fees.
