As Federal investigators looked for Prohibition violators, they found that government officials were sometimes involved in the crimes.  Tacoma, Washington was no exception.

In that city, even the Mayor was accused of violating the Volstead Act.  This image is part of a court file covering the accusations.  The U.S. National Archives gives it this caption and description:
