The two charges which investigators leveled against Lt. Jack Robinson did not pass muster with Robinson's commanding officer.  He refused to sign the charging document, which should have ended the quest to prosecute him.

Instead ... the Army's decision makers transferred Robinson to a unit where the commanding officer agreed to approve a court martial.
