Ngo Dinh Diem, President of South Vietnam, came to Washington, D.C. in 1957.  He was seeking help for his newly independent country. 

Diem thought American aid would help South Vietnam to ward-off any threats from North Vietnam (where the leaders wanted to reunite the split-in-two country under a single communist government).
