A group of six people first approached the federal government to try and do what the local police and authorities were unwilling to do in Chicago:  Stop the gang violence and, in particular, stop Al Capone.

This is a page from Eliot Ness' The Untouchables.  It is a story which still resonates because it shows what can happen when citizens are unwilling to accept government corruption as a way of life.
