This September 11, 1963 memo discusses the impact of U.S. aid to South Vietnam:
Subject: Implication of Total or Partial Cessation of US Military Aid Upon The Military Campaign in The Republic of Vietnam.
By way of "background," the document notes:
The Armed Forces of the Republic of Vietnam (RVNAF) are in being largely because of the support provided by the United States Military Aid Program.
In essence, this 1963 document says that South Vietnam could not win a war against the North without American help.
