Mary Surratt moved into her boardinghouse on H Street, in Washington City, while the Civil War was still being fought.  This photo, from the U.S. National Archives, gives us some indication how Washington appeared at the time.

When Abraham Lincoln was inaugurated as America's 16th President, the Capitol building was still under construction.  This picture, taken in 1860, depicts the state of progress at that time.
