This broadside was issued during the 1835-36 petition campaign, conducted by abolitionists, who endeavored to persuade Congress to abolish slavery in America's capital.
Despite concerted efforts by many different people, to end slavery in the U.S. capital, that did not happen until President Lincoln issued his Emancipation Proclamation.
