Admiral J.O. Richardson - Predicted War with Japan

James Otto Richardson was Commander-in-Chief of the U.S. Pacific Fleet.  Earlier, he had disagreed with President Franklin D. Roosevelt that using Pearl Harbor as a key naval base was vital for American interests.

Richardson was extremely concerned that America would fight a war with Japan.  Later, his officers provided accounts about what the Admiral told them.
