Secret Handwritten Memo - Roosevelt to Churchill

FDR wrote this secret message to Churchill on the 30th of June, 1940.  The President instructed one of his aides to make sure the British Prime Minister received it.

In the memo, FDR expresses his opinion that having the U.S. Navy fleet in Hawaii is "vital."  Not everyone agreed with the President.
