Like other Southern governors, Isham Harris flatly refused to obey President Lincoln's order to draft soldiers to serve in the Union Army.  He sent this note to the Commander-in-Chief:

Tennessee will not furnish a single man for purpose of coercion, but 50,000, if necessary, for the defense of our rights and those of our Southern brethren.  (The War of the Rebellion: A Compilation of the Official Records of the Union and Confederate Armies, Series 3, Volume 1, Part 1 [Union Letters, Orders, Reports], page 81.)

Shortly thereafter, Tennessee left the Union to become part of the Confederate States of America (CSA).
