As Japanese forces attacked The Philippines during December of 1941, General MacArthur - who was stationed in that country - knew he could not hold Manila.  He declared it an "open city" on December 26, 1941.

This image depicts a photo taken in January, 1942.  The banner reflects that Manila - by this time - was an "open city."
