Peter the Great and St. Petersburg

Peter the Great achieved one of his most significant dreams - the building of a great capital with access to the sea - when he created a city out of swamp land. 

St. Petersburg - which was later called "Petrograd," then "Leningrad," during Communist days - remains one of the world's greatest cities.
