Roger Sherman represented Connecticut while the debate over separation from Britain took place.  He was a member of the five-man committee charged with drafting a Declaration of Independence in 1776.

During the Constitutional Convention, in 1787 - when the structure of American government was debated - Sherman continuously stressed that small states should have fair representation in Congress.  James Madison's notes reflect that Sherman gave 138 speeches to the Constitutional-Convention delegates.
