As the battle for the city named after Stalin continued, throughout the fall and winter of 1942, conditions worsened for everyone involved. 

Troops on both sides were instructed not to surrender, but General Paulus capitulated on the 31st of January, 1943.  Two days later, the rest of his troops in the German Sixth Army gave-up the fight.
