Treaty Language Concerning Merchant Ships - 1917

The American Ambassador to Germany, James Gerard, was given a request by the German government when the two countries severed their diplomatic relations in 1917. The departing diplomat was asked to sign a modified version of a treaty between America and Prussia which had been in effect since 1799.

This image depicts a reproduced portion of that revised draft treaty which Gerard had been asked to sign. It is included in My Four Years in Germany, by James W. Gerard.

The departing Ambassador refused to sign the revised treaty.
