This document, from the U.S. National Archives, depicts Willis Moore. 

Head of the U.S. Weather Bureau for a number of years, Moore was ultimately fired from his position by the President of the United States.  As reported by the New York Times (on the 17th of April, 1913):

Serious charges against Prof. Moore's conduct of the Weather Bureau have been referred to the Department of Justice with a view to proceedings in the Federal courts.
